NRC REBUTTAL
"National Research Council's Report is seriously flawed"
September 6, 2002
Dear
ScienCental News;
Parents
should not be misled by the NRC's report.
This
report contains data based on gross estimates and statistical manipulations.
The report states,
"
Because NPTS and GES data are based on samples from much larger
populations, the national risk estimates derived from these samples are
uncertain."
We can
agree that the majority of children killed are in vehicles driven by teenage
drivers. I believe this report failed to adequately measure the relative
risk of school bus transportation vs. a recent model family vehicle piloted
by a mature, experienced adult. The report again states,
"More
research and evaluation are needed to provide local decision-makers with
better guidance…At present, a lack of uniformity in local and state level
data hinders risk analysis.
Parents
should not be lulled into complacency regarding the safety of their children
on school buses. In addition to inadequacies during loading and discharge of
passengers, most school buses lack seat belts. Capacities often exceed the
sufficiency of emergency exits with few having escape hatches in the roof.
Most lack fireproof materials, blind spot protection, strobe light
visibility, traction control systems, surveillance or monitoring, and other
basic safety technologies.
Sincerely,
Dr. Alan L. Ross
President, National Coalition for School Bus Safety, Inc.
